According to Dr. Nguyen Xuan Thanh, Head of Secondary Education Department, Ministry of Education and Training, the Ministry has decided to eliminate the regulation on preferential scores, including the requirement for IELTS certification in the 10th grade admissions process, as it was deemed unfair.
Dr. Thanh explained that in the same locality, students in central areas have easier access to language learning and obtaining foreign language certificates. Conversely, in more disadvantaged areas, even with efforts to learn a foreign language, students face obstacles in traveling to exam venues or paying expensive fees. Therefore, using certificates as a criterion for admissions is considered unfair.
He also emphasized that learning a foreign language should be a personal need, not just to acquire a certificate for admission purposes. External motivation for learning language is not sustainable.
Dr. Thanh stated, “Families that invest in their children’s foreign language education and certification will still have an advantage. If students have both the certificate and a strong dedication to learning the language, they will excel in the language exam for the 10th grade admissions without needing additional preferential scores.”
He affirmed that in response to the requests from localities to include additional points for language certificates, the Ministry will study and evaluate the matter, but it is unlikely that direct admissions without any other conditions will be granted to students with IELTS certification.
Previously, many provinces prioritized IELTS certificates with a score of 4.0 or equivalent for 10th grade admissions, sparking controversy. Since 2018, the Ministry of Education and Training has revised the 10th grade admission regulations to prohibit localities from adding preferential points. The decision to eliminate the requirement for IELTS certification in admissions is one example of this revision.
According to the Ministry, provinces are free to plan their admissions processes, subjects, and criteria, but direct or preferential admissions must comply with the Ministry’s guidelines.
Any instances of provinces implementing unauthorized direct admissions or preferential criteria, as seen recently, are considered improper. While such practices may have been unnoticed in previous years, the Ministry has promptly addressed them this year by instructing provinces to adhere to the regulations.
