The Deputy Minister of the Ministry of Labor, Invalids and Social Affairs, Nguyen Van Hoi, reported to the Government leaders that immediately after the media reported on the incident, the Ministry’s leadership sent a working delegation led by the head of the Social Evils Prevention Department to work directly with the local authorities and discuss solutions.
Specifically, according to the report from the Soc Trang Provincial People’s Committee, some students in rooms 01E, 03F, 04D of a large area of the provincial drug rehabilitation center (referred to as the rehabilitation center) were involved in an altercation where 4 students were injured after suspicions were reported by other students to the management about drug use inside the rooms on February 23rd and 24th.
After discovering the incident, the rehabilitation center reported to the Department of Labor, Invalids and Social Affairs and the Soc Trang City Police coordinated with relevant units to summon 45 students for questioning.
During the operation, around 4:30 pm on the same day, some students incited others to resist the police forces, leading to chaos and 191 students fleeing the rehabilitation center. In the process of preventing students from escaping, 3 riot police officers were injured.
The Ministry of Labor, Invalids and Social Affairs explained that based on the situation, several reasons were identified for the mass escape of students from the rehabilitation center.
Subjectively, some students had personal conflicts during communal activities. Taking advantage of the situation, some individuals became aggressive, inciting others to cause chaos, resist security personnel, and flee the rehabilitation center.
The management, treatment, education, and understanding of the psychological state of students at the drug rehabilitation center by the staff and personnel working there are still inadequate. Some students participating in rehabilitation have uncooperative attitudes, partly due to the unfavorable living environment, unfriendly barriers, and cramped living conditions.
Additionally, the facilities at the rehabilitation center are deteriorating and overloaded (with an average of 10-15 people per room measuring 30m²), making it difficult to manage residents. The current capacity of the rehabilitation center is 250-300 students, but as of February 24th, they were managing 460 students, exceeding the standard by nearly 53%.
The number of staff working at the rehabilitation center does not meet the minimum requirements, with 57 staff members, falling short of the required number by 24.
A large portion of drug addicts at the rehabilitation center have limited education, with nearly 40% having criminal records and around 25% infected with HIV, tuberculosis, and hepatitis A and B, making it challenging to manage and educate students. Many students frequently exhibit resistance towards the staff at the drug rehabilitation center.
Based on this, the Ministry of Labor, Invalids and Social Affairs recommended that the government direct the Soc Trang Provincial People’s Committee to deploy a specialized task force to support and ensure security at the rehabilitation center. They also suggested a review of the facility’s infrastructure, equipment, vehicles, and personnel, along with proposing upgrades to meet the minimum requirements for drug rehabilitation work.
Furthermore, urgent actions to restore normal operations at the rehabilitation center, stabilize the psychological well-being and work morale of the staff, and revise the rules and regulations of the drug rehabilitation center to enhance the quality of management and treatment were also emphasized. Educational campaigns and counseling for students undergoing rehabilitation to understand their rights and responsibilities, feel reassured, and cooperate throughout the rehabilitation process were also recommended.
