In 2010, Japan became the first country to phase out 2G networks. Following suit, in 2011, South Korea’s KT Corp also shut down its 2G network, while SK Telecom implemented the change in July 2023.

In the USA, AT&T discontinued its 2G services in 2017, while Verizon closed its 2G network in 2020. T-Mobile announced plans to turn off its 2G GSM network on April 2nd.

China’s major carriers – China Mobile, China Telecom, and China Unicom – are also in the process of phasing out their 2G and 3G networks, migrating customers to 4G or 5G.

In Vietnam, the 2G network has been in operation since 1993. The country’s adaptation and continuous updating of new technologies have made it one of the most dynamic and robust markets.

Since 2020, Vietnam has been one of the first countries to successfully trial and implement 5G. Currently, 5G has been tested in 55 provinces and cities nationwide.

Facing this new landscape, the challenge of shutting down 2G networks to optimize frequency planning, network infrastructure, and costs has emerged, meeting the demands of the country’s digital transformation and guiding people towards a digital environment.

With a plan to turn off 2G nationwide by September, VNPT has prepared a deployment roadmap and optimal conversion support for users to apply to VinaPhone network.

Over the past two years, VNPT has actively shut down individual stations with minimal or no traffic. The company has combined technical operations and customer communication, turning off about 10% of standalone 2G stations.

To ensure smooth communication services, VinaPhone advises customers to promptly check their 2G devices and switch to 3G/4G/5G.

In December 2023, at the seminar “Turning off 2G networks, bringing people into the digital environment” organized by the Information and Communications Technology (ICT) Journalists Club, Nguyen Trong Tinh, Vice General Director of Viettel Telecom stated, “Viettel has been converting customers to use new 4G technology and is researching 5G technology. We have been implementing this plan not just recently, but for the past 4 years.”

Most of the customers using 2G technology are in rural, remote, mountainous, and island areas with limited access to information and low incomes, making it difficult to switch to new technology.

According to Tinh, many users in remote areas still use 2G-supporting phones and lack understanding of 4G technology, leading to reluctance to convert.

Meanwhile, Le Mai Son, Deputy Head of Communications at Mobifone, believes that for a complete shutdown of 2G networks, synchronization across society is necessary, requiring coordination from state agencies, telecommunications units, media, to turn this plan into a campaign for people to understand it as an upgrade rather than elimination.
